CUSTOMER CARE NOTICE - PASSWORD RESET BACKLOG

We are currently experiencing a significant backlog of password reset requests resulting in longer-than-normal processing times. We understand the urgency of accessing Direct Access and appreciate your patience as we work diligently to address each request as quickly as possible.

To help us process requests more efficiently we kindly ask that you do not submit duplicate tickets if you have already submitted a request and have not received a response. This also includes submitting on behalf of someone that has submitted for themselves. Submitting multiple tickets for the same issue slows down the process and increases the overall backlog.

We are currently working tickets received on 07FEB – present. If you have clicked on the ‘Forgot Password’, please note that this function has been reported to take up to three hours to send directions on how to reset your password.

Your patience while we work through our backlog is appreciated.

DIRECT ACCESS 

The Pay and Personnel Center (PPC) Customer Care Branch is receiving a high volume of phone calls and email inquiries from customers indicating Direct Access is down, timing out, or not accessible. If you or your members are experiencing any of the below error codes, please submit your concerns to C5ISC via CGFIXIT Ticket with a screenshot of the error code along with the IP Address you are attempting to log into DA from. PPC is unable to resolve Direct Access connectivity and system issues. Anyone outside of the CG network may call CGFIXIT for assistance at (855) 243-4948.

Errors identified:

  • Spinning circle
  • DA Link is timing out
  • 404 Error code
  • Authorization Error – Contact your Security Administrator
  • Hmmm… Can’t reach this page

RETIRED PAY

At present, for temporary, permanent, VA offset, AEW’s, CRDP, and CRSC disability, we are encountering a processing delay due to systematic issues and a shortage of personnel. You remain our primary concern. We want to assure you that we are fully committed to resolving these issues promptly and handling your cases with utmost proficiency.

Retiree Paydays

Note: Retiree paydays are always on the first day of the month. If the first day of the month falls on a weekend, the pay date will move to the last business day of the payroll month.

Availability of Funds

The Department of Treasury's Financial Management Service (FMS) Kansas City Provides Payment, Collections and Financial Reporting services to the U. S. Coast Guard. FMS has recently undertaken a number of modernization efforts. One of these efforts is called Payment Application Modernization (PAM) which will help FMS process agency payment requests in a more efficient and cost effective manner.

In accordance with NACHA Operating Rules, consumer payments (i.e., Federal salary and travel payments, benefit payments) must be made available for withdrawal no later than the opening of business on the settlement date (provided the entries are made available to the Receiving Depositary Financial Institution (RDFI) by its ACH operator no later than 5:00 p.m. on the business day prior to the settlement date). Corporate payments (i.e., vendor payments, non-benefit payments) must be made available for withdrawal on the settlement date.

ALCOAST 105/25 SUBJ: DIRECT ACCESS DATA BREACH AND OPERATING STATUS - SITREP 1 

To further bolster DA's cybersecurity posture, significant efforts are underway to implement multi-factor authentication (MFA). Once implemented, Common Access Card (CAC) holders with a CGOne account will be required to log in via CAC credentials. Non-CAC users will log in with username and password credentials combined with a one-time passcode (OTP) validated through a mobile phone authenticator application, phone call, or text (SMS) message. (PLEASE SEE FULL MESSAGE FOR DETAILS AND TIMELINES)

How to Report a Death

Please report the passing of your loved one via e-mail to ppc-dg-customercare@uscg.mil or by phone at 1 (866) 772-8724 (business hours are: Monday - Friday 7:30 (am) to 4:00 (pm) central time).

Please provide the following information when reporting the death of a retiree, annuitant, or former spouse (who is receiving pay):

Deceased Persons Information

  6. Type of Burial (Buried/Cremated/Sea Burial)

Once you have the Death Certificate please email it to ppc-dg-customercare@uscg.mil.

REPORTING THE DEATH OF A DEPENDENT (SPOUSE, PARENT, INSURABLE INTEREST or CHILD who is not receiving pay)

Please provide the following information when reporting the death of a dependent:

  1. Death Certificate (Dependent deaths cannot be processed without the death certificate)
  2. DD Form 2656-6, Survivor Benefit Plan Election Change Certificate, (if the person is on your Survivor Benefit Plan)
  3. CG Form 3600, Designation of Beneficiary for Payment of Unpaid Retired Pay, (if the person is listed as a Final Pay Beneficiary)

PPC RAS will contact you to confirm receipt of your report and/or supporting documents. This information will be given to the pay team who processes the passing of your loved one. We generally process these requests within 30 days of receipt, however incomplete or missing information or supporting documents will delay the processing.

CG Form 4700, Coast Guard, PHS & NOAA Retired Pay Account Worksheet and Survivor Benefit Plan Election is being phased out. Coast Guard, PHS and NOAA personnel will join their DoD counterparts and begin using DD Form 2656, Data for Payment of Retired Personnel to establish their retired pay accounts at the Pay & Personnel Center.

Moving Away to College May Change Your Child's TRICARE Options

Is your student heading away to college this fall? TRICARE coverage of eligible dependents extends to college students. A change of address, such as moving to a new country, city, region, or ZIP+4 code is a TRICARE Qualifying Life Event (QLE). If this QLE applies to your student, you have 90 days from the date of the address change to change his or her TRICARE Prime or TRICARE Select health plan.
