E-GOV TRAVEL SYSTEM (ETS) E-MAIL ISSUE RESOLVED

The issue preventing ETS emails from being received to USCG email addresses has been resolved. Please re-initialize the accounts that did not have access, and the member should now receive the link to reset the account. Remember to have them check junk mail.

Please note a change with the update- these initialize links are now only active for 24 hours - anything after that will need a new link. Forgot Password button links are only active for 5 minutes

All emails for documents pending approval/status/reservations/etc... - should be coming through to the USCG email addresses.

PASSWORD RESET

If your email address is NOT present or is incorrect, you will not be able to use the self-service password reset feature. Your business email address in DIRECT ACCESS must be added to the system or corrected.  Active duty and Reserve members must contact your P&A office or Servicing Pay Office (SPO) for assistance to update. 

Please note: Customer Care will no longer send password resets for active/reserve military members or civilian employees to personal email addresses. All password resets will be sent to USCG.MIL email addresses only. Do not submit multiple requests.  Please allow 5 days upon submission for response.

SUBJ: UPDATES TO RESPONSIBILITY PAY FOR COMMANDING OFFICERS AFLOAT

C. 37 U.S.C. Section 306 - Special pay: officers holding positions
of unusual responsibility and of critical nature
1. Under the authority of REF (A), this ALCOAST announces updates to
the rates of pay for Responsibility Pay. IAW REF (B), Responsibility
Pay is authorized for commanding officers of Coast Guard vessels.
The rates of pay have not changed since 1973, when the Coast Guard
first authorized Responsibility Pay. Up until 2018, the rates of pay
were specified by REF (C). However, following the consolidation of
special pay authorities in 2018 and the associated transition of
authority for Responsibility Pay to REF (A), the Coast Guard has the
authority to adjust rates to meet Service needs.
2. Effective 1 May 2024, Responsibility Pay is authorized at the
following monthly rates:
 Pay Grade(s) Rate of Pay
O-6 $300.00
O-5 $250.00
O-4 and below $200.00
3. A change request (CRQ) has been initiated to update the rates of
pay for Responsibility Pay in Direct Access (DA). No action is
required by affected officers or their Personnel and Administration
Offices (P&A). Upon completion of the CRQ, eligible officers will
be paid any owed difference between the old and new rates.
4. All other provisions of section 4.D. of REF (B) remain in effect.
5. The contents of this message will be incorporated into the next
change to REF (B), which will be released within the next year.
6. This message will be cancelled on 07 JUL 2025.
7. POC: Questions regarding this ALCOAST may be directed to Office
of Military Personnel Policy, Compensation Division (CG-1M12) at:
SMB-COMDT-COMPENSATION@uscg.mil.
8. Area and District Commanders must bring the contents of this
ALCOAST to the attention of all commanding officers afloat. P&As and
Servicing Pay Offices (SPO) must ensure their staffs understand and
are prepared to counsel members on this ALCOAST.
9. RADM M. W. Raymond, Assistant Commandant for Military Personnel
(CG-1M), sends.
10. Internet release is authorized.
