This allowance may be authorized only for an enlisted member assigned to duty in a special organization or detail where the nature of the duty necessitates that he or she have, as a military requirement, additional quantities or special items of individual uniform clothing normally not required for most enlisted members in the same Service. The allowance is not payable more than one time in a three-year period.

1. The Enlisted Supplementary Clothing Allowance is payable only once during an assignment to such duty. The allowance is not payable upon reassignment to the same type of duty during a period of continuous active duty, unless three years or more have elapsed between such assignments.

2. Authorized upon completion of Company Commander School.

3. Additional payment(s) are not authorized because of a change in the designation of Company Commander or Assistant Company Commander.

4. Authorized only when the commanding officer or officer in charge determines that specific members of the crew are required to have two pair of safety shoes because their duties involve additional exposure to the elements. This clothing allowance is not payable when safety shoes can be ordered through supply system channels using unit operating funds.

Fiscal Year 2020 - October 1, 2019 - September 30, 2020

Reduced Initial Seabag (FY20/21 Temporary SUPPCMA)

ALCOAST 199/20 announced that reduced initial seabags were being issued at accession points (Cape May/Academy).  To account for this, we have created a new "Type" of Supplemental Clothing Allowance.  For a member that is issued a reduced seabag, enter a Supplemental Clothing Allowance transaction and select "Reduced Initial Sea Bag" from the "Type".  This will mostly impact the accession points, but if someone is missed, the servicing SPO may need to enter the transaction.

Members will be reimbursed the difference from what they should have received (in uniforms), to what they actually received.  For FY20 the rates are:
