This message announces performance support measures for personnel performing military workforce pay, personnel, and administration tasks, a key deliverable for the Deputy Commandant for Mission Support-led Personnel Support Initiative (PSI). The competencies, qualifications, and tools outlined here apply to all personnel at Personnel and Administration (P&A) Offices and Servicing Pay Offices (SPOs), and are designed to support doctrine and standards established Interim Technical Authority Guidance for Military Workforce Pay, Personnel, and Administration, PSCNOTE 5402

The PSI & PA Units spreadsheet​(25 April 2022) (CG Portal Link) provides contact information for SPOs and unit P&A offices that have completed the PSI transition. The spreadsheet can be sorted and filtered by; PSI/P&A Unit Name, Department Name, SPO, or PSI status. The 3rd tab provides the mailing address, the email address, and a point of contact

WEBNOW-Electronically Imaged Record Viewing Slated for Upgrade 16/17 September.

Effective September 17, 2021, WebNow will be upgraded to "Perceptive Experience". This upgrade only impacts the “view only” or web version – which is currently called WebNow, but is being upgraded to “Perceptive Experience”. New user access requests do not need to be completed. Users who previously logged into the WebNow link will now log into the Perceptive Experience URL using their old WebNow user ID and PW. This upgrade does not impact Perceptive Content, which is used for uploading documents. The SPO Access to the Electronically Imaged PDR (EI‑PDR) user guide has been updated to reflect the upgrade. The URL for Perceptive Experience is https://imgprd01.direct-access.uscg.mil/experience. They system cannot be accessed outside of the Coast Guard network using the URL. The URL is not needed when accessing Perceptive Experience via Direct-Access.

The SPO located at SFO Galveston (008282) has been disestablished in DA. All records previously serviced by the SPO at SFO Galveston have been moved to Base NOLA SPO (042311).

Family Separation Allowance for Housing (FSH) Policy Clarification

​The Office of the Assistant Secretary of Defense for Military Compensation Policy issued a memo on 12 August 2020 which clarifies the policy on entitlement to FSH when dependents are temporarily (e.g. Delay in processing visas by the host country due to COVID-19) prevented from accompanying the member with a PCS to a foreign country​.

Managing your life insurance elections online

Recognizing the need to automate Servicemembers’ Group Life Insurance (SGLI) elections and eliminate the current paper-based system, the Department of Veterans Affairs and the Department of Defense embarked on a project to build a system capable of allowing members to electronically manage life insurance coverage. Known as the SGLI Online Enrollment System (SOES), the web-based application incorporates the functionality of the form SGLV 8286 (SGLI election and certificate) and form SGLV 8286A (spouse coverage election and certificate). The Coast Guard joins the Army, Navy, Air Force and Marine Corps in using the new system.
