Can I plug my Coast Guard external hard drive into my personal computer?

External encrypted hard drives are authorized to be connected to personal computers provided all files are edited and managed from the external hard drive. No files shall be transferred to a personal computer and transferred back to the hard drive. Computer security best practices must be followed. Anti-virus software, operating system (O/S) security patches, firmware, and firewalls must be installed, up-to-date, and operational.
