The Procurement and Contracting (P&C) Department procures all supplies and services up to the Simplified Acquisition Threshold (SAP) of $250K and construction up to $35K. The P&C Department has government purchase cardholders and warranted contracting officers.
The Senior Field Contracting Officer (SFCO)/Department Head provides management, procurement services, and mission support to the District-05 Regional Support Team (RST) and Supported Units.
District-05 RST covers VA, NC, PA, NJ, DE, and MD.
RST Support Units Consists of:
- Base Portsmouth (District-05 RST Lead Base)
- Base Elizabeth City
- Base National Capital Region
- Comptroller & Base Operations Departments
- Procurement & Contracting Departments
- Financial Management & Procurement Services Team Members distributed throughout District-05
