  • U.S. Coast Guard has a portfolio of information systems that directly and indirectly support the civilian employee population. Many of these systems are provided via the Department of Homeland Security Human Capital Business Systems (HCBS) office. The National Finance Center (NFC) mainframe is the Civilian Employee Human Resources (HR) and Payroll System of Record and employee data is electronically transferred each Wednesday from NFC to Direct Access to support internal Coast Guard business system requirements (e.g. CG Employee ID, travel claims, CG Business Intelligence (CGBI), etc.).
  • EmpowHR is a web based human capital management system that provides an interface with the NFC’s payroll/personnel system (the “mainframe”). The system allows the Office of Civilian Human Resources to initiate and process a variety of actions that are exported nightly to NFC for editing and processing. These actions include creation of new position records, reassignments, promotions, awards, new hires and a variety of payroll documents. EmpowHR contains a bi-directional interface with NFC – so that NFC auto generated personnel actions, such as Within Grade Increases and Changes in Tenure – are automatically imported to EmpowHR. This system is part of the Department of Homeland Security’s Enterprise-wide Human Capital Business System modernization and consolidation initiative.
  • Electronic Official Personnel Folder (eOPF) is an electronic government (e-GOV) initiative developed and managed by the Office of Personnel Management (OPM) that provides a digitized recreation of your paper OPF. The eOPF contains human resource records and documents related to Federal civilian employees. An eOPF is created when an employee begins Federal service and is maintained throughout the employee’s career in accordance with OPM regulations.
  • Web Time & Attendance (WebTA) is a web-based time and labor solution that simplifies timekeeping with on-line functionality that allows employees to request leave and premium pay and to donate leave. The system allows employees and/or timekeepers to input and validate time and supervisors to approve leave requests and to certify time cards on-line, all in one system. The system is part of the Department of Homeland Security’s Enterprise-wide Human Capital Business System modernization and consolidation initiative.
  • NFC Payroll/Personnel System (the “mainframe”) is a Government-owned system used by HR to perform personnel action processing, position management, benefits processing, payroll, payroll accounting, tax reporting, employee debt management, standard and ad-hoc reporting. The Entry Processing Inquiry and Correction (EPIC) system is used to process personnel actions, benefits, and payroll-related documents via a web-based system.
  • The Employee Personal Page (MyEPP) is a web-based application providing employees ease of use access to their personal information and an ability to make changes (employee self-service) to their salary and benefit information.
  • Monster Hiring Management Enterprise is a subscription based service that allows Coast Guard Office of Civilian Human Resources professionals to build and post vacancy announcements to OPM’s USAJOBS via the Internet. In close coordination with management, HR professionals create vacancy announcements based on the duties of the position and OPM guidance and develop online questionnaires that screen applicants for basic eligibility and minimum qualifications. HR professionals then rate and rank qualified candidates to identify those who best fit the staffing requirements. Interested applicants have the ability to review vacancy announcements and to complete the entire application process online in a single session using USAJOBS. Applicants can utilize resumes built and stored on OPM’s USAJOBS and its built-in document upload capability to provide required supplementary documents.
  • The Work Number for Everyone is an automated employment verification service which allows vendors to verify employee personnel data via the Internet at www.theworknumber.com or via a touch-tone telephone at 1-800-367-2884. (Source: TALX Corporation)
