Seattle, WA, March 26, 2025 —
The U.S. Coast Guard (USCG) has prepared a Final Environment Assessment (FEA) that evaluated the potential environmental impacts resulting from in-water improvements necessary to support the homeporting of Fast Response Cutters (FRCs) and Offshore Patrol Cutters (OPCs) at USCG Base Kodiak. The Final EA has been prepared to describe the Proposed Action, the No Action Alternative, and Alternatives Considered but Eliminated; describe the natural, cultural, and socioeconomic resources located in the project area; evaluated the potential impacts of the alternatives on natural, cultural, and socioeconomic resources; and address agency and public comments received on the project. Based on the FEA, the USCG concluded the project will have no significant impact on the human environment and has issued a Finding of No Significant Impact (FONSI).
The USCG proposes to homeport two FRCs and two OPCs in the District 17 Area of Responsibility (AoR) and to provide adequate shoreside and mooring facilities. The shoreside facilities and mooring infrastructure would be capable of supporting an additional FRC (proposed to be homeported in Seward, AK after temporary homeporting at Base Kodiak) during periods of major maintenance. The Proposed Action is needed to replace and enhance the mission support previously provided by the USCG Cutters Alex Haley and Douglas Munro (WHEC vessels) in the District 17 AoR to allow USCG to continue fulfilling its mission.
The Final EA and FONSI have been prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended (42 United States Code [U.S.C.], 4321, et seq.): the Council of Environmental Quality regulations for implementing the procedural provisions of NEPA (Title 40 Code of Federal Regulations [CFR] 1500-1508); the Department of Homeland Security (DHS) Mangement Directive 023-01; and USCG's implementing procedures for NEPA Commandant Instruction (COMDTINST 5090.1 (series).
This notice announces the availability of the Final EA and FONSI. The Final EA and FONSI can be reviewed beginning March 21, 2025 on the USCG website: https://www.dcms.uscg.mil/Our-Organization/Assistant-Commandant-for-Engineering-Logistics-CG-4-/Program-Offices/Environmental-Management/Environmental-Planning-and-Historic-Preservation/.
