Six strategic objectives have been outlined articulating the Commander’s intent behind the USCG cloud strategy. These objectives and subsequent guiding principles are the frameworks for the USCG IT modernization over the next 5 years.

The USCG cloud transformation must operate from an understanding of the demands and needs required for mission execution. The USCG cloud environment must serve mission owners and partners across the range of mission operations of air, land, and sea, from the tactical edge to core systems, and at all classification levels. We must deploy technology solutions that enable our workforce in their operating environment, often the state of which can be denied, disrupted, intermittent or limited connectivity. Such a challenge is directly relevant to mission success and rapid decision timelines at the tactical edge.

Our most critical assets have been and will always be our people. The federal "cloud smart" strategy provides practical implementation guidance for government missions to fully actualize the promise and potential of cloud-based technologies. Implementation of a USCG cloud smart strategy rests on the capable shoulders of our people. We will continuously invest in the upskilling of the USCG workforce to meet our strategic cloud needs. Existing staff will be trained with new skills and knowledge to keep pace with the ever-evolving technology tools and techniques. Additionally, key talent for cybersecurity, acquisition, and cloud engineering from both mission partners and solution providers may be required for the successful rollout of USCG cloud strategy. Training and recruitment to ensure the right tools are in the hands of the right people at the right time will ensure USCG is mission ready. Champions and change agents within our workforce will help create a modern, self-directed cloud-savvy workforce.

Governance is essential to ensure services are performed as intended within the federal guidelines and boundaries set forth by DoD, DHS, USCG IT, and cloud services teams. Governance will focus on accountability, performance monitoring, defining decision rights and system rights, and balancing benefits or core value, risk and resources in an environment embracing cloud computing. This commitment to well-crafted governance ensures the operational and security guard rails necessary for a resilient, secure cloud deployment.

Although cloud computing has many security advantages and opportunities, the transition to the commercial cloud environment also presents challenges that must be addressed. USCG must create a standard cloud-based cyber architecture that encompasses unique infrastructure, application, and data strategies. This architecture must also address the needs of classified and unclassified missions and data.

Air, land, and sea mission demands drive the necessity for flexibility and responsiveness, scale and reliability in times of crisis. Cloud adoption will provide auto-scaling elasticity needed to meet surge requirements and will provide continuity of operations and up-time in times of crisis and prevention of operational disruption. The USCG cloud strategy will incorporate standard approaches to optimizing the entire enterprise architecture by leveraging cloud for USCG mission resiliency.

This cloud strategy is a precursor for enabling the USCG and its mission partners to leverage modern data analytics, with a progression towards more sophisticated analytics, artificial intelligence (AI), and machine learning (ML). The use of analytics for insight will provide for better real-time decision-making capabilities across all USCG environments and is aligned with USCG efforts supporting the Joint Artificial Intelligence Center (JAIC).
