Bravo Zulu: 2023 Department of Homeland Security (DHS) Security Enterprise Professional Awards

Congratulation to the U.S. Coast Guard winners of the 2023 DHS Security Enterprise Professional Awards. Each year, eight DHS components compete in seven distinct Security related categories. The selection for an award is based on a DHS board’s assessment of the most outstanding performance from across the DHS enterprise.  

And the Coast Guard winners are …. 

Mr. Rusty White, Security Program Management Professional of the Year Award

Mr. White serves as the Physical Security Program Manager in the Office of Security Policy and Management (DCMS-34). Mr. White was critical in the promulgation of the Coast Guard’s first-ever Physical Access Control policy (COMDT Instruction 5532.1) implementing standards for physical access for all Coast Guard shore facilities. He also led efforts in several high-profile initiatives to include enterprise Physical Access Control Systems (PACS), and the migration of the Trusted Associate Sponsorship System (TASS) to the Mission Partner-Identity, Credential, Access Management (MP-ICAM) System. Mr. White’s leadership and achievements significantly and positively impacted Coast Guard mission support capabilities.

Lieutenant Commander Jeffery (Jay) Cancel, Security Programs Support Professional of the Year Award

LCDR Cancel serves as Chief of the Training, Resources and Compliance Division in the Office of Security Policy and Management (DCMS-34). LCDR Cancel’s recognition is a testament to his unwavering commitment to the safety and security of Coast Guard personnel. In response to the DHS Secretary’s mandate, he established a Coast Guard Action Plan for communication and training development to protect classified national security information from unauthorized disclosure. His coordination with Force Readiness Command (FORCECOM) captured the Coast Guard’s proactive and compliant environment with all Security Education and training mandates regarding unauthorized disclosure. LCDR Cancel paved the way for the development of Coast Guard Security Program metrics for Coast Guard designed to prevent operational gaps and reinforce the Coast Guard Chief Security Officer’s commitment to identify the health of the security enterprise.
