Center for Homeland Defense and Security (CHDS) - Executive Leaders Program (500916)
CHDS Executive Leader Program (ELP) is a unique, educational opportunity for senior-level homeland security and public safety leaders at the forefront of the nation’s homeland security mission. Participants gain an understanding and appreciation of multiple agencies’ missions and how to think more inclusively and globally about homeland security.Federal employees who have been with DHS for at least 1 (one) year at the time the application is due are eligible to apply. For Active Duty O5-O6, Active duty enlisted E8-E9 and exceptional E7s, GS14-15 and SES leaders.
Center for Homeland Defense and Security (CHDS) - Master's Degree Program
The CHDS Master's Degree Program focuses on building collaboration among local, tribal, state, and federal leaders who develop strategies, plans, and programs to prepare and respond to national security threats and catastrophic events. This is an 18-month program that requires two weeks of residency per quarter (total of 12 weeks) at either the Naval Postgraduate School in Monterey, CA or in the National Capital Region (at the Bolger Center outside of Washington, DC), with the remainder of the work completed online. DHS Joint Mission Fellows Program
The Department of Homeland Security Joint Mission Fellows Program (JMFP) is a blended program, a combination of both in-residence and virtually led events, that builds a cadre of mid-level leaders with formal mission skills, qualifications, and experience.
DHS Leader Development Program
The DHS Leader Development Program helps ensure that leaders at all levels throughout the department are exposed to a core set of developmental experiences and leadership principles. The program offers development and training resources for non-supervisors, supervisors, and executives across the Department. In addition, it offers programs that supports identifying and preparing leaders for the next leadership level under the Leadership Bridges Strategy. This strategy helps build leadership talent capacity and succession pipelines at every leader level to help prepare employees for success as they progress in their career.

DHS Mentoring Program
The Department offers a number of formal and informal mentoring programs in all components and across all occupational functions. The DHS Mentoring Programs are formal programs that provide enriching experiences through reciprocal relationships and opportunities for personal and professional growth while sharing knowledge, leveraging skills and cultivating talent. The programs provide a series of developmental experiences for matched mentoring pairs. Through the mentoring relationship, mentors have the opportunity to guide and share experiences, knowledge, and skills that will contribute to the mentee’s growth. Mentoring relationships require time, commitment, and clear plans of action.
DHS Rotation Program (HSRP)
The Department of Homeland Security Rotation Program provides developmental assignments that give DHS employees opportunities to broaden their skills, gain organizational knowledge, and enhance their personal and professional growth.

One of the ways DHS develops a supportive culture of continuous learning is through the Senior Executive Service Candidate Development Program.
