Center for Homeland Defense and Security (CHDS) - Executive Leaders Program (500916)

CHDS Executive Leader Program (ELP) is a unique, educational opportunity for senior-level homeland security and public safety leaders at the forefront of the nation’s homeland security mission. Participants gain an understanding and appreciation of multiple agencies’ missions and how to think more inclusively and globally about homeland security.Federal employees who have been with DHS for at least 1 (one) year at the time the application is due are eligible to apply. Center for Homeland Defense and Security (CHDS) - Master's Degree Program

The CHDS Master's Degree Program focuses on building collaboration among local, tribal, state, and federal leaders who develop strategies, plans, and programs to prepare and respond to national security threats and catastrophic events. This is an 18-month program that requires two weeks of residency per quarter (total of 12 weeks) at either the Naval Postgraduate School in Monterey, CA or in the National Capital Region (at the Bolger Center outside of Washington, DC), with the remainder of the work completed online. This degree is fully funded by a FEMA grant. More details can be found here.

The Excellence in Government Fellows and e-Government Fellows programs are proven, recognized initiatives focused on building strong public-sector leadership and management, driven by innovation and focused on results. Over the course of a year, during which Fellows remain in their full-time jobs, the programs concentrate on achieving results and delivering powerful lessons about leadership. Target audience: GS 14-15, O5-6 leaders seeking to solve national challenges by driving innovation, inspiring employees, and delivering results (exceptional GS-13s are also encouraged to apply).

Executive Potential Program (500915)

The program challenges its participants to step outside their comfort level, to sample new environments and to stretch, grow, contribute and make a difference. The program is based on the Office of Personnel Management's Executive Core Qualifications (ECQs) and the Graduate School, USDA's Leadership Effectiveness Inventory (LEI). Target audience: GS 13-15 and equivalent wage grade levels (WS 14-18 and WL 14)

The Foreign Service Institute National Security Executive Leadership Seminar (NSELS) course offers participants exposure to high-level Administration officials and the latest insights on policy deliberations. Speakers have included the Deputy Secretaries of State and Treasury, the Commandant of the U.S. Coast Guard, the Deputy Director of ODNI, as well as other leaders from the national security, business and NGO communities. Target audience: GS-15/O6 and equivalent members are eligible to participate.
