About the Program
The Office of Personnel Management (OPM) President’s Management Council (PMC) Interagency Rotation Program enables high-potential GS 13-15s (or equivalent) to expand their management skills, broaden their organizational experience, and foster networks that they can leverage in the future.
Participants are placed into 6-9 month rotational assignments in federal agencies other than their own, that will align with their developmental goals.
They also attend monthly leadership development workshops that supplement their experience through topics and discussions on essential leadership competencies and strategies, and provide them an opportunity to network with their peers within the program.
Eligibility Requirements
Applicants must be in a full time, permanent position at the GS 13-15 (or equivalent) level, and have:
- Been a full time DHS employee for at least 18 months.
- A performance rating of “exceeds expectations” or higher.
- Demonstrated commitment to leadership development, with potential and aspiration for an executive position.
- Availability for an interagency assignment from October 2024 through March 2025; with an optional 3-month assignment extension.
- At the outset of the program, participants will be able to review and express interest in rotational assignments, and complete interviews with host supervisors.
- Following interviews, participants will be matched with an assignment.
- Concurrence of immediate supervisor and Component leadership.
Rotational Assignments
The ideal rotational assignment is one that will stretch and develop these high-potential employees during the six/nine-month rotation. (Rotational Assignments that require TS/SCI are not encouraged.)
Rotational opportunities should offer an opportunity to engage in meaningful work that will grow skillsets and broaden leadership experience and perspective.

A critical element for a successful rotational opportunity is a host supervisor who is engaged and invested in becoming a part of the participant’s developmental experience, offering coaching, feedback, and support during the rotational experience.
Rotational assignments do not need to be related to applicant organizations. They may come from any part of your Component.
Funding
There is no cost to the program. The participants stay on the payroll of their home agency while serving their rotational assignment.
Location
Rotations may be offered either virtually or in person, depending on the opportunity and/or geographical location of the applicant and host office

Deadline for Applicants and Host Offices is June 26, 2024.
Session Dates
Cohort 22 will run from October 2024 through May 2025.
